The U.S. Constitution mandates that a census be taken every 10 years to count all people—both citizens and noncitizens—living in the United States. Responding to the census is mandatory because getting a complete and accurate count of the population is critically important. An accurate count of the population serves as the basis for reapportionment for legislative representation, government funding for services, and many research studies. Immigrant communities have historically been undercounted.


The Virginia Coalition for Immigrant Rights (VACIR) is now accepting proposals for immigrant community outreach in Northern Virginia for the 2020 census. We define Northern Virginia as… An amount of $2,000 will be awarded to VACIR organizations in support of each project.


  • Organizations must be in good standing with VACIR, by being up to date with their membership dues.
  • Projects may educate community members about the importance on filling out the census form, identify and recruit leaders, and motivate residents to take action in support of the census.
  • Organizations must report on results after the project is complete.


Application Guidelines

All proposals must be emailed to Monica Sarimento ( by January 15, 2020. 

Complete proposals must include:

  • Proposal narrative and estimated timeline of activities (two pages maximum)
  • Budget narrative (250 word maximum)

Evaluation Criteria

  • General Proposal – Who you are and what you hope to achieve (40%)
  • Plan & Timeline – Is the proposal well thought out with a plan and clear results (35%)
  • Budget narrative – Budget (10%)
  • Is your organization in good standing with VACIR – (15%)

All funded proposals will be non-partisan, will not promote any political parties or candidates, and will be compatible with IRS 501(c)(3) status restrictions.

Reviewing, Funding, and Notification Process

All qualified proposals will be considered by a review panel and evaluated on the criteria outlined above. Final decisions on grant recipients will be announced via email on Wednesday, January 22, 2020.
