2016 Civic Engagement Request for Proposals

Deadline to Submit Online Application: Thursday, June 30, 2016


VACIR is now accepting grant applications. VACIR plans to distribute grants of $2,500 – $5,000 to support VACIR Member projects that work to increase the civic participation of immigrants and children of immigrants. Our particular interest is in activities that result in more registered immigrant voters and an increased voter turnout for the 2016 election. Funded projects will be metric driven. Grants proposals must be submitted by June 30, 2016. The grants are open to VACIR Members with 501(c)3 status only.

Prior to applying applicant organizations must have a representative attend a one-day training.

A completed proposal must include:

  1. Application (must be completed online). Which will include:
    1. Program Proposal (this must include a general plan to be implemented, target number of voter registration goal; no more than 2 pages)
    2. Program Timeline (all activities must be conducted by Tuesday, November 8, 2016; 1 page)
    3. Budget

Evaluation Criteria

General Proposal (40%)
Is the proposal well thought out with a well defined universe, a clear plan and measureable results? Plan & Timeline (35%)
Does the proposal include a plan of execution and adequate timeline?

Budget (10%)
Is the budget appropriate for the scope of work? Do the line items match what your organization seeks to do? (15%)
Is your organization in good standing with VACIR?

Reviewing, Funding, and Notification Process

All qualified proposals will be considered by a review panel and evaluated on the criteria outlined above. Final decisions on grant recipients will be made and announced in writing. Letters of Agreement must be signed by the recipient Executive Director and returned to VACIR no later than July 15, 2016. All programs must be completed by  Tuesday, November 8, 2016.

Scope and Use of the Grant

VACIR will make the grants available for the following charitable purposes

  1. Increasing voter participation through direct voter registrations. Please note that your organization must follow local, state, and federal guidelines for third party voter registration activities.
  1. Education and awareness about the importance of participating in our democracy through voting.
  1. Innovative approaches to increase participation by the immigrant community, including those with a focus on youth, women, veterans, and the elderly.

Your application must be submitted by Thursday, June 30, 2016 at 11:59 PM EST to be considered. All funded programs will be non-partisan, will not promote any political parties or candidates and compatible with IRS 501 C3 status restrictions.

Data must be submitted to VACIR in a timely manner and follow local, state, and federal guidelines.

All funds awarded must be utilized for the purposes indicated in the proposal submitted. 34% of the funds will be distributed to the grantee upon the grant award, an additional 33% of the grant will be distributed to the grantee upon the completion of half of the proposed work, and the final 33% will be distributed once all work has been completed and a final report has been accepted.
